A strange case of inverted emergency

In an emergency, government thinks parliamentary democracy can’t act responsibly and suspends citizens’ right to protest.

In current situation, citizens think government can’t act responsibly and/or fast enough and are trying to suspend government’s right to legislate.

The situation has come 180 degree opposite to 1975.
